Potomac Headwaters Resource Conservation & Development (RC&D) Region was incorporated in 1969 as a 501(c)(3) non-profit organization. The council was created through the sponsorship of the eight County Commissions of the Eastern Panhandle, the Potomac Valley and the Eastern Panhandle Conservation Districts, and the US Department of Agriculture. Potomac Headwaters RC&D assists citizens, community organizations, and local government with the implementation of projects that improve and enhance the social, economic, and environmental conditions of the region.
